AutoCompactRequest takes the following to be created:

• shouldCompact flag
• Allowed partitions
• Target Partitions Predicate (Expressions)

AutoCompactRequest is created when:

• AutoCompactRequest is requested to noopRequest
• AutoCompactUtils is requested to prepareAutoCompactRequest
